Lets take a moment to consider this relationship. Judy Hopps is a dedicated, tenacious and ethical officer who pursues justice even in the face of opposition from outside and within. Oreo is a member of a secret organization full of creatures with amazing powers that operate completely outside the law and with no regard for legal process. What’s worse is that Oreo herself is of questionable moral fortitude, acts with complete impunity and without any respect for authority. They couldn’t possibly be friends- playful nemises’ possibly but much more likely we’re looking at Judy completely misunderstanding Oreo’s motives and labeling her as the villain even as Oreo plays the Vigilante.

tldr; Oreo would be the Sly Cooper to Judy’s Carmelita Fox.

Even though she has the ability to cheat any game to do whatever she wants, Oreo still likes the challenge of beating things legitimately. She got so good at it, she had to impose handicaps on herself to keep things interesting. As for the bikini… well, everyone else was doing it.

This is something I always had on my mind about Oreo but never got around to putting on paper until now. Naturally, with her affinity for electronics, gadgets would feature quite prominently in her Super Hero arsenal. Now, she can’t really make anything herself so most of that stuff would be commercially available items. I toyed around with the idea of her riding around in an RC car but in the end, this seems like a much more effective means of travel for her. Riding on a drobe, Oreo can be the eyes in the sky for both recognizance and support, making her a valuable and versatile member of the team. At least until the drone’s batteries die…
